Adult Redeploy Illinois (ARI) is a state grant program at the Illinois Criminal Justice Information Authority (ICJIA) designed to build and support more effective and less expensive community-based alternatives to incarceration.
- Local ControlAdult Redeploy Illinois sites operate as “laboratories” around the state, testing what works in community corrections with different target populations (e.g., those with substance use or mental health disorders) in different settings, based on research and intimate knowledge of local conditions. Each site is unique, providing rich peer learning opportunities across sites and offering policy makers information on a variety of locally designed and controlled diversion programs.
- Evidence-based PracticesAdult Redeploy Illinois sites employ a variety of evidence-based and promising practices, from assessment through the community reintegration component of restorative justice. Although some sites use the same general methods and specific tools, much variation exists due to the local control component outlined in the Crime Reduction Act of 2009. "By providing financial incentives to counties or judicial circuits to create effective local-level evidence-based services, it is possible to reduce crime and recidivism at a lower cost to taxpayers." (Public Act 96-0761).
- Performance MeasurementAdult Redeploy Illinois' enabling legislation, the Crime Reduction Act, calls for a rigorous evaluation process at the program level and the site level with standardized performance measurements to confirm the effectiveness of the services in reducing crime.
