Adult Redeploy Illinois (ARI) distributes state funds to local jurisdictions for the development and expansion of prison diversion programs through a grant application process in accordance with the Grants Accountability and Transparency Act guidelines. Administered by the Illinois Criminal Justice Information Authority (ICJIA), ARI funds are disbursed as implementation grants, planning grants, and supplemental awards. ARI also funds training, technical assistance, and development services to support grantee sites. Opportunities to apply for grants are announced periodically, as funds are available.

NOTICE OF FUNDING OPPORTUNITY: ARI SFY27 IMPLEMENTATION GRANTS - DUE APRIL 14, 2026

The Illinois Criminal Justice Information Authority is requesting proposals for grants for implementation of Adult Redeploy Illinois (ARI) programs. Grants will be made with SFY27 funds. A total of $11,000,000 in funding is available through this solicitation for use over a period of 12 months.

Application Deadline: 5:00 P.M., April 14, 2026

Program Requirements: The mission of Adult Redeploy Illinois (ARI) is to safely reduce prison use by building local systems that divert individuals from a prison sentence into more cost-effective programs that promote their reintegration into the community.

ARI provides funding and technical assistance to Illinois communities to establish a continuum of sanctions and treatment alternatives that effectively address social determinants of crime and incarceration, and that promote equity within the justice system.

Eligibility Information: Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award.

Applicants must be in GOOD standing with all GATA pre-qualification requirements prior to application due date. Approval of the Internal Control Questionnaire (ICQ) SFY 27 is required before the execution of the grant agreement.

Eligible Applicants: This solicitation is open to county units of government or judicial circuits. A county may submit on behalf of a group of counties or a judicial circuit. Other units of local government, private agencies or not-for-profit organizations are not eligible to apply; however, the applicant jurisdiction may include subawards or subcontracts for services with these entities as part of the program design and budget.

Deadline: Completed application materials must be submitted via AmpliFund by 5:00 p.m., April 14, 2026, to be considered for funding. Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed. Available Funds: Grants available through this funding opportunity are a portion of ARI’s annual appropriation of SFY27 anticipated General Revenue Funds. A minimum of $11,000,000 dollars will be made available through this funding opportunity.

Period of Performance: Funding is available for the period of July 1, 2026, through June 30, 2027.

Reporting: Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.

APPLICATION PROCESS

The application process developed by the ARI Oversight Board to allot funds includes:

  • Planning grant phase (if applicable): Funding to convene stakeholders, analyze data, and prepare local plan to implement ARI.
  • Completion of local plan, submitted to ARI Oversight Board for approval.
  • Site implementation grant phase: Competitive grants for up to 12 months of implementation, and renewable annually for up to three years.
  • Performance measurement of progress toward goal of 25 percent reduction in prison commitments from eligible target population.

The funding process follows GATA guidelines with a public Notice of Funding Opportunity, merit-based review, and grant period of up to 36 months.

LOCAL PLAN

To support the development of a comprehensive, workable plan to implement ARI locally, interested jurisdictions must compile quantitative and qualitative information such as an analysis of IDOC commitment data, assessment of local supervision and human service capacity, and stakeholder input. The local plan should include clear and compelling evidence of need, description of program partners, analysis of gaps in services and sanctions, and explanation of the proposed interventions to create new or expand existing community-based alternatives to incarceration for defined target populations.

NOTE: For applicants to ARI Notices of Funding Opportunities, a completed Program Narrative is the equivalent of a completed local plan.

ELIGIBILITY TABLES

To complete the sections of the local plan describing the Statement of the Problem - Current Situation and defining the target population in the Description of the Proposed ARI Program Model, ICJIA's Research & Analysis Unit compiles annual county-level ARI eligibility tables using IDOC commitment information. The numbers in the tables represent those who were committed to IDOC on probation-eligible offenses (and therefore possibly eligible for diversion) in the prior three years. The data are available by county, offense class, and offense type.
