Restore, Reinvest, and Renew Notice of Funding Opportunity Service Delivery NOFO # 2378-030124

The Illinois Criminal Justice Information Authority is requesting proposals for grants for Service Delivery under the Restore, Reinvest, and Renew (R3) Program. Grants will be made with SFY2025 funds. A total of $30 million in R3 funding is available through this solicitation for use over a period of 12 months.

Application deadline: 2:00 PM CST, April 30, 2024

Program Requirements

The R3 program is intended for organizations who provide services in their communities that address at least one of the five R3 Program Priorities. These Program Priorities, as established in the Cannabis Regulation and Tax Act, are:

  1. Civil Legal Aid
  2. Economic Development
  3. Reentry
  4. Violence Prevention
  5. Youth Development.

Eligibility Information

Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award.

Applicants must be in GOOD standing with all GATA pre-qualification requirements prior to application due date. Approval of the Internal Control Questionnaire (ICQ) SFY 2025 is required before the execution of the grant agreement.

Eligible Applicants

Applicants must provide services to areas deemed eligible for R3 funding or to residents of those areas. Please refer to pages 23-26 of the NOFO instructions for more information.

Deadline

Completed application materials must be submitted via AmpliFund by 2:00 p.m., April 30, 2024, to be considered for funding. Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed.

Available Funds

Grants available through this funding opportunity are a portion of a SFY2025 R3 funds. A minimum of $30 dollars will be made available through this funding opportunity.

Period of Performance

Funding is available for the period of July 1, 2024 through June 30, 2025.

Technical Assistance Session

A technical assistance webinar providing additional information regarding this funding opportunity will be available for viewing at 2:00 pm, Friday, March 1, 2024. The recording of that webinar will be published following the virtual webinar. Webinar link is below.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.

  • Conflict of Interest Disclosure form (when applicable; download the template from AmpliFund and upload completed form to the application)
  • Certification of Employee Local Residence Form (Required only for organizations seeking local preference points based on their employees’ residence in an R3 zone; download the template from AmpliFund and upload completed form to the application)
  • Memorandum of Understanding or Linkage Agreements (Required for each member of the collaborative if the application is made on behalf of a collaborative)
