ICJIA Budget Committee Funding Actions 4/13/23

On April 13, 2023, the ICJIA Budget Committee approved five future funding opportunities totaling about $53.6 million and awarded nearly $132.8 million in grants to agencies and organizations across Illinois.

Notices of Funding Opportunity

The Committee allocated:

• $760,000 in federal fiscal year (FFY) 2021 Residential Substance Abuse Treatment grants to support a funding opportunity open to state and local correctional and detention facilities to increase and/or expand evidence-based substance use disorder treatment services. These services will be provided to individuals in jails and prisons to reduce their risk of overdose and death.

• $300,000 in FFY22 Violence Against Women Act (VAWA) grants to support a funding opportunity for organizations that provide culturally specific victim services.

• $4.1 million in FFY21 and FFY22 Victims of Crime Act (VOCA) grants to support a funding opportunity open to organizations that provide legal assistance for victims of crime.

• $20 million in state fiscal year (SFY) 2023 Less Lethal Alternatives for Law Enforcement grants to provide less lethal devices, less lethal training, and other less lethal alternatives to local law enforcement agencies.

• $28.5 million in SFY23 Violent Crime Witness Protection Program grants to: o Support prosecutor-based relocation programs for witnesses, victims, and others aiding in the prosecution of violent crime. o Allow local law enforcement agencies to establish local violent crime witness protection programs.

Grant Awards

The Committee designated:

• $91,521 in FFY19 Justice Assistance Grant funds to the University of Illinois at Urbana-Champaign to support a dating violence prevention program.

• $1.4 million in FFY22 VAWA funds to the Illinois Coalition Against Domestic Violence and Illinois Coalition Against Sexual Assault to support subgrants organizations serving underserved areas and victim groups.

• $26.7 million in FFY21 VOCA funds to the Illinois Coalition Against Domestic Violence, Illinois Coalition Against Sexual Assault, and Children’s Advocacy Centers of Illinois, which will provide subgrants to service providers.

• $7.5 million in SFY23 and SFY24 American Rescue Plan Act (ARPA) grant increases to 144 entities.

• $4 million in SFY23 ARPA funds to AFC Center to support violence prevention activities.

• $3.1 million in SFY23 Co-Responder Pilot Program funds that will allow the Peoria Police Department to establish a co-responder unit that employs licensed clinical social workers to follow up with victims who may benefit from mental or behavioral health services.

• $90 million in SFY24 and SFY25 Restore, Reinvest, and Renew (R3) grant increases to 151 entities.
