ICJIA Budget Actions Taken June 16, 2025

On June 16, 2025, the Budget Committee approved three future funding opportunities totaling $5.9 million and awarded nearly $35.3 million in grants to agencies and organizations across Illinois.

Notices of Funding Opportunities

The Budget Committee set aside:

  • $3,500,000 in Violence Against Women Act funding to support Domestic Violence and Sexual Assault Multi-Disciplinary Team programs.
  • $1.6 million in Victims of Crime Act (VOCA) funds to hire advocates that provide direct services to victims on location at law enforcement agencies and state’s attorneys’ offices.
  • $800,000 VOCA funds to support the Services for Victims of Human Trafficking Program. Grants will be awarded to providers to improve services for and responses to human trafficking victims.

Designations

The Budget Committee designated:

  • A $7.5 million SFY26 appropriation to Acclivus for programming in support of community health and well-being for Chicago area populations at risk for violence and other negative health outcomes.
  • $966,000 in SFY26 appropriations to support six Community Partnership for Deflection and Substance Use Disorder programs. These local programs will create immediate access to substance use disorder treatment as an alternative to traditional criminal justice processing and unnecessary emergency department visits.
  • A $300,000 SFY26 appropriation to Elite Community Outreach for violence prevention and intervention programming in and around Peoria County.
  • A $900,000 SFY26 appropriation to Safer Foundation to support community-based Working 4 Peace employment programs for young adults involved in the criminal justice system.
  • A $6.7 million appropriation to Metropolitan Family Services to support the Communities Partnering 4 Peace (CP4P) street intervention program.
  • $13.2 million in SFY26 appropriations to support 27 Violence Prevention and Reduction programs across Illinois.
  • $1.4 million in FFY21 and FFY22 Justice Assistance Grant funds to eight entities for programs that assist people who have co-occurring disorders and are involved in the justice system.
  • $680,000 in FFY24 Paul Coverdell National Forensic Sciences Improvement Act funds to four entities to improve forensic science and medical examiner/coroner services.
  • $285,000 in FFY23 Residential Substance Abuse Treatment Act funds to the Illinois Department of Corrections for their dual diagnosis substance abuse treatment program at Logan Correctional Center.
  • $2.9 million in SFY26 Safe from the Start grants to 12 entities to assist in the development, implementation, and evaluation of coordinated community-based models to identify, assess, and serve children who have been exposed to violence in their home and/or communities.
  • $490,000 in SFY26 Illinois Family Violence Coordinating Council grants to 10 entities to support local forums promoting a coordinated response to family violence in communities.
