Violence Against Women Act Multidisciplinary Team Response Program Notice of Funding Opportunity #1744-2321

The Illinois Criminal Justice Information Authority is requesting proposals for grants for the Multidisciplinary Team Response Program. Grants will be made with the Violence Against Women Act (VAWA) funds. A total of $3,500,000 in funding in VAWA is available through this solicitation for use over 36 months.

Program Requirements

The purpose of this Notice of Funding Opportunity (NOFO) is to solicit proposals from county criminal justice and victim service agencies interested in maintaining or expanding multidisciplinary programs (MDTs). The goal of the MDT program is to encourage and promote a coordinated, multidisciplinary approach to improve the response to violent crimes of domestic violence, sexual assault, stalking, and dating. The goal of the programs is to restructure and strengthen the protocols in responding to and dealing with the problem of violence against women; to draw on the experience of all the players in the system, and to develop a comprehensive strategy to deal with this complex problem.

Eligibility Information

Agencies must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal,https://grants.illinois.gov/portal/, to become eligible to apply for an award. Applicants must be in good standing with all GATA pre-qualification requirements and receive approval of the Internal Control Questionnaire (ICQ) SFY 23, and Programmatic Risk Assessment, before the execution of the grant agreement.

Eligible Applicants

Eligible programs must include partners from prosecution, county and/or local law enforcement, courts/probation, and community-based victim service agencies. Non-funded partners, such as legal assistance, mental health care, and substance abuse treatment centers may be included in the partnership but they are not eligible to receive funding. Additionally, each proposed MDT should include one funded partner agency that acts in the role of the lead agency. The lead agency will distribute funds to sub-grantees and be responsible for the fiscal oversight and quality assurance of the other funded partners (sub-grantees).

Deadline

Completed application materials must be emailed to CJA.2022MDT.NOFO@Illinois.gov by 11:59 p.m., August 26, 2022, to be considered for funding. Proposals will not be accepted by mail, fax, or in person. Incomplete applications will not be reviewed. Late submissions will not be reviewed.

Available Funds

Grants available through this funding opportunity are a portion of the VAWA FY19, FY20, and FY21 awards. A minimum of $3,500,000 will be made available through this funding opportunity.

Period of Performance

Funding is available for the period of January 1, 2023, through December 31, 2023.

Technical Assistance Session

Technical assistance recordings providing additional information regarding this funding opportunity will be available for viewing beginning at 8:00 A.M., July 27, 2022.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and a calendar year-end financial report per the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
