Adult Redeploy Illinois (ARI) Notice of Funding Opportunity Implementation Grants NOFO # 2115-0326

The Illinois Criminal Justice Information Authority is requesting proposals for grants for implementation of Adult Redeploy Illinois (ARI) programs. Grants will be made with SFY27 funds. A total of $11,000,000 in funding is available through this solicitation for use over a period of 12 months.

Program Requirements

The mission of Adult Redeploy Illinois (ARI) is to safely reduce prison use by building local systems that divert individuals from a prison sentence into more cost-effective programs that promote their reintegration into the community.

ARI provides funding and technical assistance to Illinois communities to establish a continuum of sanctions and treatment alternatives that effectively address social determinants of crime and incarceration, and that promote equity within the justice system.

Eligibility Information

Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award.

Applicants must be in GOOD standing with all GATA pre-qualification requirements prior to application due date. Approval of the Internal Control Questionnaire (ICQ) SFY 27 is required before the execution of the grant agreement.

Eligible Applicants

This solicitation is open to county units of government or judicial circuits. A county may submit on behalf of a group of counties or a judicial circuit. Other units of local government, private agencies or not-for-profit organizations are not eligible to apply; however, the applicant jurisdiction may include subawards or subcontracts for services with these entities as part of the program design and budget.

Deadline

Completed application materials must be submitted via AmpliFund by 5:00 p.m., April 14, 2026, to be considered for funding. Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed. Available Funds

Grants available through this funding opportunity are a portion of ARI’s annual appropriation of SFY27 anticipated General Revenue Funds. A minimum of $11,000,000 dollars will be made available through this funding opportunity.

Period of Performance

Funding is available for the period of July 1, 2026, through June 30, 2027.

Technical Assistance Session

Technical assistance recordings providing additional information regarding this funding opportunity will be available for viewing beginning at 5:00 P.M., March 13, 2026.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, case level data, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.

    • Chief judge or presiding criminal court judge.
    • State’s attorney.
    • Public defender.
    • Director of probation and/or court services.
    • Additional letters from community partners are encouraged but not required.
  • Logic Model (upload as PDF) – using template provided by ICJIA or other.
  • Implementation Schedule
  • Goals and Performance Metrics
  • Budget and Budget Narrative (upload as Excel spreadsheet) using Excel spreadsheet template provided by ICJIA.
