Victims of Crime Act (VOCA) Trauma Recovery Centers Notice of Funding Opportunity (NOFO #1745-0623TRC)

The Illinois Criminal Justice Information Authority is requesting proposals for grants for the Trauma Recovery Centers Program. Grants will be made with FFY21 and FY22 Victims of Crime Act funds. A total of $2,547,814 is available through this solicitation for use over a period of 12 months.

Program Requirements

The purpose of this Notice of Funding Opportunity (NOFO) is to support comprehensive mental health and case management services through TRC model implementation. The TRC model serves victims of violent crime and their families in underserved communities with high levels of violence. Underserved communities are those in which significant numbers of people face substantial barriers to accessing needed services. Vulnerable and underserved populations include young people of color, those who are homeless, LGBTQ+ people, people with chronic mental health issues and/or substance use disorders, and non-English speaking people. Those living in poverty also face substantial barriers to treatment access.[1] These barriers include, but are not limited to, a lack of transportation or childcare, language accessibility, and social stigma attached to seeking help.

Eligibility Information

Agencies must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award. Applicants must be in good standing with all GATA pre-qualification requirements and received approval of the Internal Control Questionnaire (ICQ) SFY 24, and Programmatic Risk Assessment, before the execution of the grant agreement.

Eligible Applicants

Eligible applicants must be a public or non-profit hospital that provides trauma care to more than 500 Illinois residents annually and has a Level I or Level II Adult or Pediatric Trauma Center designation by the Illinois Department of Public Health. Programs must be operated by a public agency or nonprofit organization, or a combination of such organizations, and provide direct services to crime victims. Deadline

Application materials must be completed in AmpliFund by 5:00 p.m., July 31, 2023, for funding consideration. Proposals will not be accepted by email, mail, fax, or in person. Incomplete applications will not be reviewed. Late submissions will not be reviewed.

Available Funds

A minimum of $2,547,814 dollars will be made available through this funding opportunity.

Period of Performance

Funding is available for the period of October 1, 2023, through September 30, 2024.

Technical Assistance Session

Technical assistance recordings providing additional information regarding this funding opportunity will be available for viewing beginning at 5:00 p.m., June 30, 2023.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and a calendar year-end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
