Victims of Crime Act (VOCA) Notice of Funding Opportunity Services for Underserved Victims of Violent Crime (NOFO #1745-10231)

The Illinois Criminal Justice Information Authority is requesting proposals for grants for the Services for Underserved Victims of Violent Crime program. Grants will be made with FFY22 Victims of Crime Act funds. A total of $6,174,170 in funding is available through this solicitation for use over a period of 12 months.

Application deadline: 5:00 P.M., November 15, 2023.

Program Requirements

The purpose of this Notice of Funding Opportunity is to fund core services for victims of crime populations identified as underserved. Services must be trauma-informed, demonstrate cultural competence, and holistically address victims’ multi-faceted needs.

Illinois victim service providers have defined underserved victims as victims who encounter one or more barriers to receiving services. Furthermore, victim service providers and stakeholders described the following groups as underserved:

  • LGBTQ+ people
  • Immigrants
  • Black, Indigenous People of Color (BIPOC)
  • Those with language access needs
  • Those with inadequate transportation
  • Those living in rural or small communities
  • Those dually involved in the justice system as victims and offenders
  • Those having substance use disorders

Eligible agencies will be allowed to apply for funding for staffing, staff training, supervision of direct services, and office equipment to create or expand an existing victim service program.

Eligibility Information

Eligible applicants are non-profit organizations or hospitals, or a combination of such organizations, and must provide direct services to crime victims. Non-profit organizations must submit proof of 501©(3) status as determined by the Internal Revenue Service. See NOFO for a complete list of eligibility requirements.

Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, and meet all GATA pre-qualification requirements.

Deadline

Completed application materials must be submitted via AmpliFund by 5:00 p.m., November 15, 2023. Proposals will not be accepted by email, mail, fax, or in-person. Late submissions cannot be submitted and will not be reviewed.

Available Funds

A total of $6,174,170 in VOCA FFY 2022 funds will be made available through this funding opportunity and the award range of $100,000 - $500,000.

Period of Performance

The program period of performance is January 1, 2024, through December 31, 2024.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, Office for Victims of Crime (OVC) Periodic Measurement Tool (PMT) reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
