Victims of Crime Act Lead Entity Services to Victims of Sexual Assault Program Notice of Funding Opportunity (NOFO # 1745-2441)

The Illinois Criminal Justice Information Authority is requesting proposals for Victims of Crime Act Lead Entity Services to Victims of Sexual Assault. Grants will be made with FFY22 Victims of Crime Act Program grant funds. A total of $9,526,000 in Victims of Crime Act Program funding is available through this solicitation for use over a period of 12 months.

Program Requirements

The purpose of this notice of funding opportunity is to fund core services for victims of sexual assault. Through this opportunity, a lead entity will distribute funds to sub-grantees and be responsible for the fiscal oversight and quality assurance of its sub-grants. The applicant will conduct structured monitoring of all sub-grantees and provide subject matter expertise and technical assistance that follow all policies and procedures established by the grantor. The applicant must also abide by all federal rules and guidelines of the U.S. Department of Justice Office on Victims of Crime.

Eligibility Information

Agencies must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award. Applicants must be in good standing with all GATA pre-qualification requirements and have Internal Control Questionnaire (ICQ) SFY 23 and Programmatic Risk Assessment approvals before the grant agreement is executed.

Eligible Applicants

To qualify as a lead entity, the applicant must have a statewide network of direct service providers in place and possess subject matter expertise, an established record of providing VOCA-specific services, and the structural capacity in place to oversee all aspects of sub-grantee monitoring. The applicant must also comply with all applicable state and federal statutes, regulations, and the terms and conditions of the grant. The applicant must comply with GATA requirements and submit quarterly data and monthly fiscal reports to ICJIA.

Completed application materials must be emailed to CJA.VocaLeadEntity.sa@illinois.gov by 5:00 pm, March 1, 2023, to be considered for funding. Proposals will not be accepted by mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions will not be reviewed.

Available Funds

Grants available through this funding opportunity are a portion of Illinois’ FFY21 Victims of Crime Act award. A minimum of $9,526,000 will be made available through this funding opportunity.

Period of Performance

Funding is available for the period of July 1, 2023, through June 30, 2024.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and a calendar year-end financial report in accordance with CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
