Victims of Crime Act Human Trafficking Victim Services Program Notice of Funding Opportunity NOFO # 1745-0724

The Illinois Criminal Justice Information Authority is requesting proposals for grants for the Human Trafficking Services Program. Grants will be made with the Victims of Crime Act (VOCA) funds. A total of $800,000 in funding in VOCA is available through this solicitation for use over 36 months.

Program Requirements

The purpose of this Notice of Funding Opportunity (NOFO) is to solicit proposals from organizations that provide services and related assistance to human trafficking victims and their families. Applicants with demonstrable experience serving human trafficking victims are encouraged to apply.

Eligibility Information

Eligible applicants include public agencies, non-profit organizations, or a combination of such organizations, and must provide direct services to crime victims. Because this funding opportunity aims to expand the availability of services to human trafficking victims across Illinois, organizations with demonstrable histories of serving victims of other types of sexual violence are encouraged to apply with a proposed plan to ensure that funded staff would receive sufficient training to serve victims of human trafficking.

Non-profit organizations must submit proof of 501©(3) status as determined by the Internal Revenue Service. See NOFO for a complete list of eligibility requirements.

Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, and meet all GATA pre-qualification requirements.

Eligible Applicants

Eligible applicants include nonprofit, non-governmental organizations or tribal programs that provide services and related assistance to human trafficking victims and their families. Applicants with demonstrable experience serving human trafficking victims are encouraged to apply.

Deadline

Completed application materials must be submitted via AmpliFund by 5:00 p.m., August 24, 2025, to be considered for funding. Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed.

Available Funds

Grants available through this funding opportunity are a portion of the VOCA FFY24 federal funds. A minimum of $800,000 dollars will be made available through this funding opportunity.

Period of Performance

Funding is available for the period of January 1, 2026, through December 31, 2026.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
