Violent Crime Witness Protection Program Notice of Funding Opportunity (NOFO #3118 - 2507)

The Illinois Criminal Justice Information Authority is requesting proposals for grants for the Violent Crime Witness Protection Program. Grants will be made with state funding. A total of $18,500,000 is available through this solicitation for use over a period of 12 months.

Program Requirements

The purpose of the funding opportunity is to provide financial assistance to state’s attorney’s offices, the Office of the Attorney General, or local law enforcement agencies. ICJIA has made available $18,500,000 in state funding for. Funds will be used to assist victims and witnesses who are actively aiding in the prosecution of perpetrators of violent crime, and appropriate related persons or victims and witnesses determined to be at risk of a discernible threat of violent crime.

Eligibility Information

Agencies must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal,[https://grants.illinois.gov/portal/], to become eligible to apply for an award. Applicants must be in good standing with all GATA pre-qualification requirements and received approval of the Internal Control Questionnaire (ICQ) SFY 24, and Programmatic Risk Assessment, before the execution of the grant agreement.

Eligible Applicants

Eligible applicants are limited to state’s attorney’s offices, the Office of the Attorney General, or local law enforcement agencies. See NOFO for a complete list of eligibility requirements.

Deadline

Completed application materials must be completed by 5:00 P.M., March 15, 2024, to be considered for funding. Incomplete applications will not be reviewed. Late submissions will not be reviewed.

Available Funds

Grants available through this funding opportunity are a portion of the Victims of Crime Act (VOCA) funds. A minimum of $18,500,000 will be made available through this funding opportunity.

Period of Performance

Grant awards resulting from this opportunity will have a period of performance of beginning on the date of grant contract execution and ending 12 months after the grant execution date.

Technical Assistance Session

Technical assistance recordings providing additional information regarding this funding opportunity will be available for viewing beginning at 12:00 P.M., February 15, 2024.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
