ICJIA is requesting proposals for the Multidisciplinary Team (MDT) Response Programs. A total of $3.5 million in available federal VAWA funding will be used to support this funding opportunity. The MDT program is designed for Illinois county’s criminal justice and victim service agencies interested in maintaining or expanding multidisciplinary programs.
The goal of the MDT programs is to encourage and promote a coordinated, multidisciplinary approach to improve the responses to violent crimes of domestic violence, sexual assault, stalking, and dating violence. The team’s protocols in responding to and dealing with the problem of violence against women; to draw on the experience of the funded partners; and to develop a comprehensive strategy to deal with this complex problem.
Additionally, each proposed MDT should include one funded partner agency that acts in the role of the lead agency. The lead agency will distribute funds to sub-grantees (MDT partners) and be responsible for the fiscal oversight and quality assurance of those other funded partners, (sub-grantees).
As part of this solicitation, applicant teams will be expected to provide a meaningful response to the needs of sexual assault or domestic violence victim populations through coordinated responses from community law enforcement agencies, prosecutors, courts/probation, and community-based victim service agencies. The applicant must demonstrate that it has the expertise in providing relevant and accessible community-based outreach and intervention services or, can link to existing services in the community that are tailored to the needs of the population

Program Requirements
Eligible programs must include partners from prosecution, county and/or local law enforcement, courts/probation, and community-based victim service agencies. Non-funded partners, such as legal assistance, mental health care, and substance abuse treatment centers may be included in the partnership, but they are not eligible to receive funding.
For this NOFO, applicants must:
- Adhere to proven standards and best practices as established by statewide member organizations associated with all the partner agencies.
- Show an ability and/or willingness to collaborate with the statewide service delivery systems, peers, and allies.
- Consider expanding existing and proven programs.
Eligibility Requirements
Applicants must be pre-qualified to do business with the State of Illinois. All organizations must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal at https://grants.illinois.gov/portal/ and in Good Standing for all pre-qualification requirements. Applicants must complete the Internal Control Questionnaire (ICQ) for SFY 26. During the open application period, a pre-qualification verification is performed in the GATA Implementation Website, this includes checking SAM.gov registration, Illinois Secretary of State standing, and status on Illinois Stop Payment List. The GATA Portal will indicate a “Good Standing” status or state the issue and steps on how to achieve “Good Standing”.
Applicants are also required to submit and obtain approval of a financial and administrative risk assessment utilizing an Internal Controls Questionnaire (ICQ) before execution of the grant agreement. Delay in obtaining ICQ approval will result in a delay in grant execution.
ICJIA will not review applications that fail to meet the eligibility criteria by application deadline. Federal awards will not be granted to applicants that do not meet eligibility requirements.
Eligible Applicants
Only units of government may apply. Proposals for multidisciplinary coordinated programs shall list all partner agencies, but funding is limited to prosecution, law enforcement, courts/probation, and victim services agencies.
Deadline
Completed application materials must be submitted via AmpliFund by 5:00 p.m., July 23, 2025, to be considered for funding. Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed.
Available Funds
A total of $3,500,000 in funding is available through this solicitation. Applicants may request a maximum of $700,000 in grant funding.
Agreements that result from this funding opportunity are contingent upon and subject to the availability of funds
Period of Performance
Funding is available for the period of January 1, 2026, through December 31, 2026.

Reporting
Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
