Residential Substance Abuse Treatment (RSAT) Program NOFO # 1430-2557

The Illinois Criminal Justice Information Authority is requesting proposals for NOFO # 1430-2557 Residential Substance Abuse Treatment (RSAT) Program. A total of $760,000 in funding in RSAT is available through this solicitation for use over a period of 12 months.

Program requirements

RSAT funds may be used to implement three types of programs in which jail detainees, incarcerated individuals, and those returning to society may voluntarily participate: corrections (prison-based) programs, jail-based programs, and aftercare services. Applications involving partnerships with community-based substance use disorder treatment programs are highly encouraged. Program design must be based on effective, scientific practices.

Eligibility Information

Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award.
Applicants must be in GOOD standing with all GATA pre-qualification requirements prior to the application due date. Approval of the Internal Control Questionnaire (ICQ) is required before the execution of the grant agreement.

Eligible Applicants

This solicitation is open to Illinois local government and state agencies with demonstrated experience in providing substance abuse treatment programming for individuals in the criminal justice system pre-and post-release. This includes corrections-based substance use disorder treatment and jail-based substance use disorder treatment.

Applicants must be pre-qualified to do business with the State of Illinois.

Available Funds

A total of $760,000 of which at least $75,000 must be reserved for local government agencies in funding from RSAT is available through this solicitation for use over a period of 12 months.

Period of Performance

Funding is available for the period of October 1, 2023 through September 30, 2023.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
