National Criminal History Improvement Program Live Scan Equipment Notice of Funding Opportunity # 3242 - 0925

The Illinois Criminal Justice Information Authority is issuing a funding opportunity for the reimbursement of expenses of procuring live scan fingerprinting equipment to improve the timeliness, accuracy, and completeness of criminal history records submitted by Illinois justice system agencies. Agencies that submit criminal history records through paper-based processes or are using obsolete hardware and software will apply to be awarded grants for purchasing live scan equipment. Grants will be made with FFY23 National Criminal History Improvement Program (NCHIP) funding. A total of $1,900,629 is available through this solicitation.

Program Requirements

Live scan is an inkless electronic system designed to capture an individual’s fingerprint images and demographic data, such as name, sex, race, date of birth, in a digitized format that is transmitted to ISP for processing. Once received, ISP electronically forwards the inquiry to the FBI for further processing. All of this occurs within minutes and results in a biometric identification of an individual with little to no human intervention.

ISP is responsible for certification and licensure of Illinois live scan vendors (225 ILCS 447/31-5). Once installed by a justice system agency, ISP is responsible for certifying the device to facilitate fingerprint submission to the Criminal History Record Information (CHRI) System.

Applicants will be required to obtain three written quotes from live scan vendors. Applicants should obtain these quotes to provide accurate budget projections. Agencies selected for funding will be required to submit quotes before execution of the grant agreement. Quotes may be obtained via outreach to vendors (e.g., website, email, phone) or from published online or hard copy catalogues or price lists. Along with the price, the quotes may contain other terms and conditions, all of which may be considered when comparing offers.

Eligibility Information

Agencies must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award. Applicants must be in good standing with all GATA pre-qualification requirements and received approval of the Internal Control Questionnaire (ICQ), and Programmatic Risk Assessment, before the execution of the grant agreement.

Eligible Applicants

Applicants must be an Illinois justice system agency that submit Criminal History Record Information to the Illinois State Police. Justice system agencies may include local law enforcement agencies, state law enforcement agencies, Courts, the Illinois Department of Corrections, and other correctional agencies in Illinois. As defined by Section 2 of the Illinois Police Training Act, 50 ILCS 705/2.

To be eligible for this award, organizations must be an Illinois justice system agency that:

  • Do not currently own a live scan device that allows for CHRI System fingerprint submissions to ISP. OR
  • Are using obsolete live scan hardware and/or software to submit CHRI fingerprint submissions to ISP. This includes agencies that still submit live scan data to ISP on a server that was decommissioned in September 2024. Available data indicate 16 such agencies exist.

Deadline

Completed application materials must be submitted via AmpliFund by 5:00 p.m., February 18, 2026, to be considered for funding. Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed.

Available Funds

A total of $1,900,629 in funding is available through this solicitation. Applicants may request a minimum of $10,000 and a maximum of $75,000 in grant funding. Applicants may request up to $25,000 per live scan device.

Agreements that result from this funding opportunity are contingent upon and subject to the availability of funds.

Period of Performance

Grants are expected to have a period of performance of three months, our one quarter. Grant start dates are dependent upon the date of the Budget Committee the related designation is approved. Designations will be recommended in batches on a rolling basis (please check the ICJIA Website for Budget Committee meeting dates).

A technical assistance session providing additional information regarding this funding opportunity will be provided at 11:00 a.m., October 29, 2025.

Reporting

Recipients may be required to submit financial reports and performance reports in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
