Less Lethal Alternatives for Law Enforcement Notice of Funding Opportunity NOFO # 3082-2509

The Illinois Criminal Justice Information Authority is requesting proposals from a law-enforcement-related lead entity agency that will manage subgrants to local law enforcement agencies for less lethal devices, less lethal training, other less lethal alternatives, and any associated administrative expenses grants. Grants will be made with SFY23 Illinois General Revenue funds. A total of $19 million is available through this solicitation for use over a period of 11 months.

Program Requirements

The purpose of this notice of funding opportunity is to fund less than lethal alternatives to law enforcement agencies in the provision of public safety to the community. Through this funding opportunity, a lead entity will distribute and manage funds to subgrantees and will be responsible for the fiscal oversight and quality assurance of its subgrants. The applicant will conduct structured monitoring of all subgrantees and provide subject matter expertise and technical assistance to subgrantees. Subgrantees must follow the rules, policies and procedures established by the lead entity, ICJIA, and Grant Accountability and Transparency Act (GATA).

Eligibility Information

Agencies must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal at https://grants.illinois.gov/portal/, to become eligible to apply for an award. Applicants must comply with all GATA pre-qualification requirements and receive approval from ICJIA of their Internal Control Questionnaire (ICQ) SFY 24 and Programmatic Risk Assessment, before the execution of the grant agreement.

Eligible Applicants

Applicants must possess subject matter expertise in less lethal alternatives for law enforcement and law enforcement training, an established record of providing services related to law enforcement equipment distribution and training, a statewide network of local law enforcement agencies, and the structural capacity to oversee all aspects of subgrant monitoring. Manufacturers, importers, dealers, distributors, and suppliers of less lethal devices (as defined in herein), weapons, or firearms, are ineligible for funding. Entities that sell training to law enforcement agencies for profit are similarly excluded from this opportunity. Eligible subgrantees are local law enforcement agencies in Illinois. Deadline

Completed application materials must be emailed to CJA.LessLethal@illinois.gov by 5:00 P.M. on June 20, 2023, to be considered for funding. Proposals will not be accepted by mail, fax, or in person. Incomplete applications will not be reviewed. Late submissions will not be reviewed.

Available Funds

A total of $19 million in funding is available through this solicitation. Applicants may request a minimum of $5 million and a maximum of $19 million in grant funding.

Agreements that result from this funding opportunity are contingent upon and subject to the availability of funds.

Period of Performance

Funding is available for the period of August 1, 2023, through June 30, 2024.

Technical assistance recordings providing additional information regarding this funding opportunity will be available for viewing beginning at 10:00 a.m. on May 15, 2023.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and a calendar year-end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
