Legal Assistance Services for Victims of Crime Program Notice of Funding Opportunity (NOFO # 1745-0423)

The Illinois Criminal Justice Information Authority is requesting proposals for grants for the Legal Assistance Services for Victims of Crime Program. Grants will be made with FFY21/22 Victims of Crime Act funds. A total of $4,133,120 is available through this solicitation for use over a period of 12 months.

Program Requirements

The purpose of this notice of funding opportunity is to fund comprehensive legal services for victims of crime. Victims who have received legal services have improved independence and at lower risk of being revictimized by an intimate partner. Legal aid attorney representation has also been linked to improved child custody and visitation outcomes for intimate partner violence victims with children. ICJIA has made available a minimum of $4,133,120 million in VOCA grant funding for the development or expansion of legal assistance and related support costs for victims of crime. Funded programs will facilitate victims’ pursuit of safety and victim-centered justice.

Eligibility Information

Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award.

Applicants must be in GOOD standing with all GATA pre-qualification requirements prior to application due date. Approval of the Internal Control Questionnaire (ICQ) SFY 24 is required before the execution of the grant agreement.

Eligible Applicants

Eligible applicants are limited to public agencies and nonprofit organizations whose primary mission is the provision of legal assistance services with a record of providing effective services. See NOFO for a complete list of eligibility requirements.

Deadline

Completed application materials must be submitted via AmpliFund by 5:00 p.m., May 15, 2023, to be considered for funding. Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed.

Available Funds

Grants available through this funding opportunity are a portion of the Victims of Crime Act (VOCA) funds. A minimum of $4,133,120 dollars will be made available through this funding opportunity.

Period of Performance

Funding is available for the period of July 1, 2023, through June 30, 2024.

Technical Assistance Session

Technical assistance recordings providing additional information regarding this funding opportunity will be available for viewing beginning at 5:00 P.M., April 14, 2023.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
