Government Alliance for Safe Communities Capacity Building Network for Community Safety Notice of Funding Opportunity (NOFO #2762-2934)

The Illinois Criminal Justice Information Authority (ICJIA), in collaboration with the Government Alliance for Safe Communities (GASC), is requesting proposals for grants supporting the implementation of the Capacity Building Network for Community Safety in Cook County. Grants will be awarded using Federal funds through this solicitation for use over a 12-month period.

Program Requirements

The GASC Capacity Building Network is designed to provide centralized and coordinated support to community-based organizations (CBOs) focused on community violence intervention (CVI) and violence prevention in Cook County. The network will deliver on-demand capacity-building services, training, and technical assistance to improve CBOs’ abilities to deliver impactful community safety programs.

Core components of the Network include:

  • Facilitating connections between CBOs and Subject Matter Experts (SMEs) for tailored technical assistance.
  • Developing standardized assessment tools to identify CBO capacity needs.
  • Delivering capacity-building services that cover organizational development, leadership, workforce, and data management.

The Network plans to strengthen the infrastructure of CBOs across Cook County, ensuring effective implementation of CVI programs and sustainable outcomes for community safety.

Eligibility Information

Applicants must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal and be in good standing with all GATA pre-qualification requirements, including the approval of the Internal Control Questionnaire (ICQ). Eligible applicants include public agencies, non-profit organizations, and other entities headquartered in Illinois.

Deadline

Completed application materials must be emailed to CJA.i2iNOFO@illinois.gov by 2:00 p.m. CST on December 2, 2024. Proposals will not be accepted by mail, fax, or in-person. Incomplete applications or late submissions will not be reviewed.

Available Funds

Up to $2,500,000 in funding is available through this opportunity. Awards will range up to $2.5M, with funds allocated for operational and capacity-building services provided to eligible CBOs.

Period of Performance

Funding is available for the period from January 1, 2025, through December 31, 2025. Additional funding may be awarded contingent upon satisfactory performance and fund availability.

Technical Assistance Session

A recorded technical assistance session providing more information about this opportunity will be available for viewing starting at 2:00 P.M., November 4, 2024.

Reporting
