Notice of Funding Opportunity

FFY18 Victims of Crime Act Civil Legal Assistance Program

The Illinois Criminal Justice Information Authority is requesting proposals for grants for the Civil Legal Assistance Program. Grants will be made with FFY18 Victims of Crime Act (VOCA) funds. A total of $7.3 million in funding for emergency legal services, victims’ rights enforcement, and civil legal services is available through this solicitation for use over a period of 12 months.

Program Requirements

Applicants will select at least one victim group to service from the following: victims of domestic violence; elder abuse; financial exploitation; human trafficking; and sexual violence. Applicants must discuss their history and capacity to provide services to these groups and fulfill the other requirements outlined in the NOFO.

Eligibility Information

Agencies must be pre-qualified through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants.illinois.gov/portal/, to become eligible to apply for an award. Applicants must have completed the GATA pre-qualification process and received approval of their Internal Control Questionnaire (ICQ) by the period of performance start date, April 10, 2020, to be considered for funding.

Eligible Applicants

Eligible applicants are limited to public agencies and nonprofit organizations with a record of providing effective services. See NOFO for a complete list of eligibility requirements.

Deadline

Completed application materials must be emailed to CJA.CIVILLEGALNOFOFFY18@Illinois.gov by 11:59 p.m., April 17, 2020, to be considered for funding. Proposals will not be accepted by mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions will not be reviewed.

Available Funds

Grants available through this funding opportunity are a portion of a FFY18 Victims of Crime Act fund. A total of $7.3 million in funding is available through this solicitation. A minimum of $150,000 and a maximum of $1 million will be awarded to successful applicants.

Period of Performance

Funding is available for the period of July 1, 2020, through June 30, 2021. Based on program performance and fund availability, ICJIA may recommend allocation of funding to support an additional 24 months.

Reporting

Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.
