Office of General Counsel
The general counsel provides legal services to ICJIA, particularly in areas such as access to criminal justice information, privacy and security concerns, the Illinois Freedom of Information Act, and interagency funding agreements.
The office directs ICJIA’s legislative program and the general counsel serves as secretary to ICJIA and the Institutional ReviewBoard. The general counsel also acts as chief of staff and oversees the Office of Human Resources andOffice of Public Information.
Dawn English is an associate general counsel with ICJIA. Prior to joining ICJIA, Dawn was an administrative law judge at the Illinois Department of Human Services. She has a dual master of public administration/juris doctor degree from Illinois Institute of Technology, a master’s degree in education from DePaul University, and a bachelor’s degree in political science from Arizona State University. Dawn’s areas of interest include public law, employment law, and family law.
